National Executive Committee Organization
According to the national bylaws, the Executive Committee consists of:
|Officers||Area Chairmen /
|Chairman||Eastern Region||At-Large #1||Parliamentarian|
|Vice-Chairman||Southern Region||At-Large #2||Immediate Past Chairman|
|Secretary||Midwest Region||At-Large #3||Past Presidential Nominee|
|Treasurer||Western Region||At-Large #4||Past Vice-Presidential Nominee|
I need to say a word about the Vice-Chairman. Having been the Vice-Chairman for the past four years and having spoken with the past Vice-Chairman of the National Committee, it is my belief that this is the most underutilized position within the party. It's kind similar to the Vice-President of these United States of America. I believe it was one of our Founding Fathers that said something like "If it weren't for being President of the Senate, the Vice-President would be otherwise unemployed."
It would be my position that a great job for the Vice-Chairman of the Party would be to work with and coordinate the efforts of the Regional Chairmen. There is just simply to much to do to have someone just sitting idly by. In any case, I will be working with the Vice-Chairman and create a close working relationship to make the most effective use of both the Chairman and Vice-Chairman positions.
As you can see from the table above, there are 5 "At-Large" executive committee members. These at-large executive committee members are appointed by the National Chairman. I believe there are several areas which are crucial for the national party to be effective and need to have leaders appointed to these areas to move them forward.
I believe that the following five (5) committees are so important to the structure of the executive committee that they should actually become standing committee, provided for in our bylaws. However, until such time as that happens, I believe the 5 at-large positions should chair the following committees and would do so, if I am elected as chairman. The five (5) committees that I would create are:
- Public Relations
- Ballot Access
By making these committees chaired by an at-large committee member, they would become answerable to the executive committee and would be able to have influence on the direction that the party goes.
The Publican Affairs Committee will be chaired by one of the “At-large” executive committee members.
This committee will be responsible for all things regarding money, the life blood of the party.
The Finance Committee will be responsible for the budget, as the treasurer will be responsible for reporting
The Finance committee will be responsible for fundraising efforts. It will also be responsible for connecting with the individual state fundraiser and assist them in training. The National Party is expecting states to pay assessment fees and many states don’t have the ability to raise the money, primarily due to a lack of knowledge/expertise to do so.
The Public Relations Committee will be chaired by one of the “At-large” executive committee members. A non-executive committee person will be appointed as the Vice-Chair to provide for reporting in case of absence of the Chairman.
This committee is responsible for dealing with all things “Public” for the Constitution Party.
Communications is one of the most important functions of the national party to keep its members and candidates well informed about all issues regarding the national party.
Party newsletters will come from this committee.
Facebook, Twitter and any other social networking efforts will be under the authority of this committee.
Not only for the National Party, but creating templates from those releases for letters to the editor and press releases will be developed by this committee for use by our state and local parties to be able to send them out to their local media outlets.
The Public Relations committee will be responsible for maintaining two websites, an internal website for the use of Constitution Party leaders and membership and a Public Website to be the face of the party to the public.
Webmasters and all people involved in the information posted and the upkeep of the websites will fall under this committee
The Public Affairs committee will be responsible for establishing a person as the point of candidate for the media.
The Publican Affairs Committee will be chaired by one of the “At-large” executive committee members. A non-executive committee person will be appointed as the Vice-Chair to provide for reporting in case of absence of the Chairman.
This committee will be responsible for all things regarding candidates.
Advice for National
This committee will be responsible for providing legal advice and information for the Constitution Party
Advice for States / Possible Ballot access (legal) assistance
There has been a big black hole of legal advice for our state in the ballot access arena. This committee will be responsible for not only providing important legal advice but establishing a “Pro-bono” force of lawyers in each of the states to work through.
While it is necessary for each state to have their own lawyer who can represent them in their state, typically many of these legal representatives know very little about ballot access and the fight involved and it will be the responsibility of this committee to provide legal counselling for those who need it.
The Candidate Affairs Committee will be chaired by one of the “At-large” executive committee members. A non-executive committee person will be appointed as the Vice-Chair to provide for reporting in case of absence of the Chairman.
This committee will be responsible for all things regarding candidates.
It seems that in the past we have just merely waited around until the National Convention to see who may happen to throw their hat in the ring for the Presidential nomination. This has not afforded the party the best opportunity to ensure that the party is presenting the best possible candidate.
One of the major roles of the Candidate Committee is to vet any candidate that comes to the Constitution Party seeking its nomination. A vetting questionnaire will be developed and used that will be posted on the Constitution Party website so everyone can see it.
As a part of the vetting process, the Candidate Committee will create candidate debates to be hosted across the nation.
Another important role of the Candidate Committee will be to provide candidate training to ensure that our candidates can win.
When the Candidate Committee is not actively involved with a National Candidate, they will be assisting states with their recruiting/vetting/training efforts.
The candidate committee will be responsible for developing local, regional, and national beachhead strategy.
The Ballot Access Committee will be chaired by one of the “At-large” executive committee members. A non-executive committee person will be appointed as the Vice-Chair to provide for reporting in case of absence of the Chairman.
This committee will be responsible for tracking and assisting each state and their ballot access situation. The ballot access committee chairman will work closely with the regional chairmen to devise a strategy to help each state achieve or sustain their ballot access.
Lead the ballot access initiative
Create a budget to plan for ballot access costs.
Regional Chairmen and Co-Chairmen will become a part of the committee to assist in the ballot access effort within their region.
